Federal Aviation Administration Management and Program Analyst in Atlantic City, New Jersey

Summary This position is located in the Air Traffic Organization (ATO), Program Management Organization, En Route & Oceanic Second Level Engineering Group, System Support Team, Systems Logistics Support Sub Team. The Program Management Organization is responsible for implementing the Federal Aviation Administration's air traffic programs, ensuring that they are on time, cost effective and within scope. Responsibilities The incumbent will perform a combination of multiple and varying assignments under the limited direction of a manager, project/program manager, team leader, or more experienced professional. Acts as an individual contributor and/or member of a team and may perform some leadership functions for small projects/programs or other work activities. Monitors contract performance and schedules and provides guidance on the application of policies related to contracts supporting PMO programs. The work will cross organizational boundaries throughout ATO and directly affects the accomplishment of Federal Aviation Administration (FAA) strategic objectives. Works with the project lead, during the procurement planning and source selection phases of the contracting process. Initiates, develops, and transmits a complete procurement request package to the contracting office. Monitors contract performance to ensure contract complies with all requirements of the statement of work and specifications. Identifies and resolves contract issues. Reviews contractor's invoices for reasonableness and applicability to the contract and recommend approval or rejection for payment. Contacts are internal and external to the PMO and include representatives from the Department of Transportation, industry representatives and stakeholders. May act as a point of contact for the PMO to provide advice and guidance on the application of policies and procedures for program related contract activities. Applies experience and advanced knowledge of contracts to track labor against programs, expenditure reports, funding breakdowns, invoice tracking, and contract modifications. Works collaboratively in the preparation and coordination of detailed financial and budget material for management and tracking, internal management review, and decision making. Coordinates with other organizations to ensure completeness and conformance with policy and practices. Works collaboratively on program/project management functional activities for the organization. Works with Managers, Contracting Officers' Representatives (CORs), financial analysts and customers across functional and organizational Lines of Business (LOB). Demonstrates considerable independence in planning time and helping a manager, project/program manager, and/or team leader to plan and use assigned resources to accomplish projects/programs/activities. Established policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Refers to managers and professionals who are more experienced problems that require their attention. May help them develop and recommend solutions. Work is reviewed periodically during assignments and at completion to ensure timeliness and compliance with the requirements of the project or other work activity. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is: Experience working with contracts for a large organization, to include reviewing contract invoices, developing procurement request packages, monitoring performance to ensure compliance, and resolving contract issues.
