About this position:

The overall function of this position is to assist the Project Engineer (Engineer 6) in the daily operations of a District Construction office. The incumbent must be able to perform duties many times with minimal supervision and able to interpret unforeseen conditions as they arise.

Minimum Qualifications

MINIMUM QUALIFICATIONS:

Possession of a high school diploma or GED plus five years of sub-professional engineering experience.

SUBSTITUTIONS:

Six months of experience in sub-professional engineering, heavy mobile equipment operation, or mobile equipment maintenance will substitute for the high school diploma or GED.

College training will substitute for a maximum of four years of the required experience on the basis of thirty semester hours for one year of experience, provided that six semester hours of each thirty are in one of these specialized fields: architecture, cartography, chemistry, construction management, construction technology, drafting, engineering, engineering graphics, engineering technology, geography, geology, industrial technology, landscape architecture, math or physics. All specialized coursework must be in the same specialized field. A combination of coursework from different fields will not be accepted.

Full time training in sub-professional engineering from a trade school or technical institute will substitute for the required experience on a month for month basis for a maximum of one year of experience.

Completion of a two year course of study in a sub-professional engineering curriculum from a trade school or technical institute will substitute for two years of the required experience.

A baccalaureate degree in engineering, engineering technology, construction management, or construction technology will substitute for all of the required experience.

Possession of an engineer intern certificate will substitute for all of the required experience.

NOTE: Any college hours or degree must be from an accredited college or university.

Job Concepts

Function of Work:

To supervise the work of a staff of engineering technicians or related positions engaged in a wide variety of sub professional engineering duties, or to supervise maintenance supervisors involved with road/bridge maintenance in one of nine DOTD Districts or a HQ section with statewide responsibilities.

Level of Work:

Supervisor.

Supervision Received:

Broad from an Engineer 5 or higher or comparable level professional manager.

Supervision Exercised:

Direct line over a staff of Engineering Technicians or equivalent level positions, or direct over multiple Parish Highway Maintenance Superintendents, Highway Foreman or comparable supervisory maintenance personnel.

Location of Work:

Statewide. May be used by any state agency.

Job Distinctions:

Differs from professional engineers by the absence of professional engineering assignments and by lack of a professional engineering license.

Differs from Engineering Technician 6 by size of staff supervised or by the presence of managerial responsibilities such as budget, strategic planning, and related duties. See applicable Allocation Criteria Memo. The nature of managerial tasks, complexity and diversity of duties as well as the reporting relationship will also be considered.

Examples of Work

Job Duties and Responsibilities:

35% Oversees multiple road and bridge construction projects, monitors Engineering Technicians in the performance of their inspection duties, determines project personnel work schedules, meets with contractor’s personnel to discuss problems, answers questions, reviews work, initiates change orders, and verifies complete and accurate records are being maintained in accordance with the plans and specifications for timely monthly payments.

20% Oversees and/or directs the training of Engineering Technicians in construction techniques and processes, documents work and inspection duties required on construction projects and aids subordinates in training to complete certification in areas of inspection as assigned by the Project Engineer.

15% Evaluates employees in the performance of duties and reports these findings to the Project Engineer, prepares performance evaluation system information for Engineering Technicians 1-5, settles disputes between department personnel and/or department and contractor personnel, performs additional tasks as assigned by the Project Engineer.

10% Directs the preparation of and/or verifies the accuracy of sampling plans, field books, reports, partial and final estimates, and 2059 forms for various construction projects.

5% Supervises the survey of projects and the utilization of the automated survey system as well as performing or directing the performance of any calculations necessary to perform the survey.

5% Monitors the use of equipment and supplies, ensures that Engineering Technicians are properly trained in the use of equipment, maintains inventory of supplies, and ensures that all equipment is properly maintained.

5% Assists the Project Engineer in handling public complaints and concerns.

5% May be required to perform other duties as necessary including, but not limited to, emergency/disaster support activities.
