Transmission Control Center Engineer

TCC Engineers at the Georgia Transmission Control Center ensure the Safe and Reliable operation of the bulk electric system through providing key reliability functions in Operations Planning, Fault Analysis, Operations Readiness, Facility Ratings, and other areas. The successful candidate will be developed to provide technical analysis and subject matter expertise in one or more or the following areas.

  • Facility Ratings: Ensures accurate operational data for safe and reliable real-time operations and implements new tools/processes like the Facility Ratings Data Base and FERC Order 881 related to Ambient Adjusted Ratings.

  • Operations Readiness: Develops and maintains operational plans and guidance for a wide range of reliability threats and system emergencies, including major storms, black-start and manual load shedding procedures, nuclear plant offsite power, and many more.

  • Operations Planning: Performs the analysis and coordination necessary to conduct the 10,000+ clearance requests required to complete over $1B in construction and maintenance projects each year for GPC and the other transmission owners in the Georgia Integrated Transmission System.

TCC Engineers also assist with the yearly drills, offer real-time support, maintain the operating records and practices, shape the development of state-of-the-art operating tools and techniques, and shape the design and integration of transmission facilities, solar and battery interconnections, large customer sites, and other major projects. These roles meet required NERC Reliability Functions and are critical in providing Safe operating conditions for field personnel.

The position requires in depth knowledge of the power system and GPC databases and tools, as well as expertise in power flow analysis, transient analysis, transmission switching, protective relaying, and facility ratings. The successful candidate will gain extensive knowledge of Transmission System Operations and will build strong working relationships throughout Power Delivery, with other cross-functional areas, and with external stakeholders. The successful candidate will also have opportunities to train and develop subject matter expertise and leadership experience in many areas of System Operations including Operations Planning, Solar and Battery Integration, NERC and FERC Compliance, Physical and Cyber Security, Real-time Operations, Transmission Switching and Storm Restoration, Floor Support, and other areas.

JOB REQUIREMENTS: (Education, Experience, Knowledge, Skills )

Education & Experience Requirements:

  • Electrical Engineering (or other relevant) degree with comparable power system experience (preferred)

  • Will also consider candidates without a degree who are NERC certified Senior Operators (or equivalent) with a minimum of three years of experience related to transmission system operations, clearance processes, power flow analysis, and operating tools/procedures.

  • Experience in one of more Transmission areas (Operations, Planning, Construction, Protection & Control, Project Management, Maintenance, EMS/Operations Support, Substation Integration & Automation, Fault Analysis/Power Quality, Facility Ratings)

Knowledge, Skills & Abilities:

  • Knowledge of power system analysis and modeling, T&D switching and clearance practices, NERC and FERC requirements applicable to Operations, construction and maintenance practices related to clearances, customer needs related to clearances and restoration, Fault Analysis, Facility Ratings.

  • Desired: Experience with GPC operating tools such as STOMP, EMS, TransMap, GPC storm and system alert practices, Georgia ITS processes and procedures, Redbook and Section 0

  • Skilled in Project Management with ability to coordinate high volumes of complex projects with diverse internal and external stakeholders.

Other Requirements:

  • Pass and maintain Critical Infrastructure Protection (CIP) and Insider Threat Program (ITP) security clearance requirements. Adhere to the Federal Energy Regulatory Commission (FERC) Standards of Conduct and Separation Protocol.

  • Role is responsible for storm support and may be asked to work shift during those events. This role involves occasional travel (<10%), typically not requiring overnight stays.

MAJOR JOB RESPONSIBILITIES: Specify major duties performed by the job and % of time spent on duties.

  • Provide technical assistance to the Transmission Operators related to facility ratings and other areas.

  • Engage daily with field personnel (GPC and ITS participants), SCS Design, Operations Support, and Transmission Support to related to system changes and operational data needs.

  • Manage equipment changes related to all construction projects and ensure compliance with NERC Reliability Standards FAC-008 and PRC-023 within the TCC including SERC audit support.

  • Provide technical support and quality assurance for the accurate implementation Facility Ratings, System Changes, and supporting data systems. Support the implementation of the SERC mitigation plan and the FERC 881 Ambient Adjusted Ratings order.

  • Manage ITS Operating Number assignments in support of transmission projects. Foster innovation in refining and automating operating data and compliance processes.

  • Facilitate completion of major maintenance and construction projects by working cooperatively with the generating plants, TMCs, ITS Participants, PCC, and other stakeholders.

  • Maintain Enterprise Asset Management system (STOMP) facilities, busses, and power trees to provide accurate reliability reporting (SAIDI/SAIFI)).

  • Develop and maintain operational plans and guidance for system emergencies, including black-start and manual load shedding procedures and assist with the yearly drills.
