JOB DESCRIPTION:

The Fiscal Accountability Unit conducts financial audits of confidential expenditures, as well as other audits, as directed. In addition to the internal audits, FAU serves as a liaison for all external audits of the Department.

The Fiscal Accountability Unit within the Deputy Commissioner, Management and Budget office is seeking one candidate for the position of Engineering Auditor to serve as the alternate to the Engineering Audit Officer (EAO) who will direct the audit and final certification of construction related payment requisitions within the NYC Comptroller's Directive No. 7 guidelines. The selected

candidate must be able to facilitate prompt payments, while ensuring robust examination of payment requisitions to ensure the City has received the appropriate value. This Includes managing auditors working with a variety of contracts and complex payment requisitions and reviewing all audit findings related to payment requisitions. The EAO will perform field and desk audits to ensure the contractor or vendor has fulfilled its contractual obligations, and that the city has received appropriate value, under the terms of the contract, for payments requested.

Duties and responsibilities include but are not limited to:

Plan and manage audits of construction, equipment and contract-related services.

For construction and construction-related services, verify that the construction conforms to the plans and specifications and/or applicable standards.

Conduct field & desk audit procedures as appropriate.

For equipment and other contract related services, perform audit procedures in accordance with Generally Accepted Government Auditing Standards (GAGAS.)

Ensure that the contract progress, costs, conformance, and changes are adequately documented.

Audit such payment requests to ensure that the City of New York ("City") has received appropriate value for the respective construction, equipment and construction-related service.

Qualifications

  1. A valid New York State License as a Professional Engineer.

  2. Six (6) years of full-time satisfactory experience in chemical engineering, civil engineering, electrical engineering, environmental engineering, mechanical engineering, or plan examining work, at least two (2) years of which must have been in an executive, managerial, or administrative capacity.
