What's The Role?

The Global Compliance team within Bloomberg’s Legal & Compliance Department provides coverage of our regulated entities and products including support for our non-regulated products and services. We work to address regulatory issues, ensure compliance with current/developing rules and regulations, and correspond with regulators.

We are seeking a Trade / Export Control Compliance Officer who is adept in U.S. export control regulations specifically applicable to software / technology, including but not limited to software / technology exports / reexports / deemed exports to markets such as China and end users who are subject to export control restrictions (i.e., Military End Users). You will work with the Global Trade Compliance Team, collaborate across the Bloomberg Engineering teams, Chief Technology Office, Chief Information Security Office, and other business groups, to provide regulatory oversight of software / technology development / implementation / deployment as it related to import / export compliance across the various Bloomberg businesses. The Compliance Officer will maintain compliance with applicable customs / export and other government agency laws and regulations and provide support for all Bloomberg entities globally.

We'll Trust You To:

  • Lead Trade Compliance Program regarding export control restrictions as applicable to software / technology, whether the software is Bloomberg proprietary or third party software

  • Build and maintain relationships with internal stakeholders and maintain and continuously update software catalog

  • Lead the deemed export aspects of Trade Compliance Program

  • Design / Implement a software / technology classification matrix supporting Bloomberg internal / external software development / procurement

  • Collaborate with Trade Compliance colleagues to implement a framework to engage, across the business, with all levels of Engineering, and other personnel as appropriate, ensuring continued compliance with applicable laws / regulations

  • Support and drive continuous improvement projects to ensure, to the greatest extent possible, globally consistent processes, systems, and standards

  • Monitor existing and proposed regulations affecting international trade, including artificial intelligence / machine learning and cloud regulations which impact import / export control regulations

  • Assist in development / updating and lead regional deployment of processes and procedures

  • Provide support and analysis to ensure existing and future trade operations are structured and operated in an efficient manner regarding import and export compliance

  • Work closely with local / regional operations to seamlessly integrate global trade activities into Bloomberg’s overall operations

  • Collaborate on global Trade Compliance/Sanctions/Compliance/etc. projects, as needed

You'll Need To Have:

  • A Bachelor's degree and a minimum of 7 years' experience with import / export laws and regulations, with a specific focus on customs formalities and export control requirements

  • Great project management and written/oral presentation skills

  • Knowledge of engineering concepts, practices, and models

  • Gap analysis experience, be able spot issues related to non-compliance, formulate and implement corrective action plans

  • Initiative and problem-solving skills and must be able to work independently with minimal supervision while recognizing the need to timely update management and engage internal expertise as needed

We’d Love to See:

  • An undergraduate degree in Computer Sciences, Information Systems or similar

  • A Masters Degree or JD

  • Specific knowledge of software / technology export restrictions to countries such as China and Russia

  • Previous work experience at Department of Commerce, Bureau of Industry and Security (BIS) or extensive interactions with BIS at an in-house capacity or consulting / law firm experience

  • Working knowledge of software / technology import / export control regulations across multiple jurisdictions, for example: UK / EU / Hong Kong / Singapore / Switzerland / Israel / etc.

Salary Range: 180,000 - 210,000 USD Annually + Benefits + Bonus

The referenced salary range is based on the Company's good faith belief at the time of posting. Actual compensation may vary based on factors such as geographic location, work experience, market conditions, education/training and skill level.
