Project Overview:

Port Arthur LNG, LLC (PALNG) is developing a Liquefied Natural Gas (LNG) production and export facility on a site located on the western shoreline of the Port Arthur Canal in Jefferson County, Texas. The project base scope will include two (2) identical LNG trains, two (2) LNG Storage Tanks, one (1) LNG Carrier Berth, and associated utilities/facilities. The Project is to be constructed on a parcel of land located along State Highway 87 south of Port Arthur, Texas, between the inner coastal waterway bridge and Keith Lake. The Infrastructure Global Business Unit (GBU) is executing site civil and marine scopes of work associated with our scopes of work on the Energy GBU LNG projects. The candidate will act as the Marine Field Engineer on the Port Arthur LNG project. The candidate will locate on a Short-term assignment to Port Arthur, TX.

Job Summary:

The Night Shift Marine Dredging Subcontract Technical Representative is responsible for managing, coordinating, and administering the project from planning through procurement, construction, and turn-over. The scope of work for this position is to oversee the night shift operations of the projects marine dredging activities. The PALNG project is dredging scope includes over 7 million cubic yards of material to be dredged from the navigation channel to create an unloading berth for the project. Nigh shift operations will include oversight of both the dredging activities on site and the placement of the dredging materials in the neighboring plot of land where dredged materials will be used to reclaim game land for the Texas department of Recreation. This position supervises the development schedules, manages performance, reports progress, and initiates action to assure program/project objectives and schedules are met and work is performed within budget and according to specifications. This position resolves problems and coordinates the final turnover of work to downstream work activities. Additionally this position reports to the dayshift lead and has the responsibility for scope execution, ensuring that Program/Project is delivered within contract requirements, standards of quality and safety and to Customer and Bechtel performance expectations. #LI-BH1

Major Responsibilities:

  • Coordinate with engineering on constructability and design issues relating to the civil discipline such as steel erection, earthworks, piling and concrete.

  • Establish a civil design/field engineering working relationship and lines of communication with the Project Engineer, including agreement on civil engineering deliverables and overall construction application configuration management.

  • Responsible for quantity take-off, control, tracking, reporting, and forecasting for civil discipline.

  • Approve field requisitions as delegated by the Project Field Engineer.

  • Coordinate and monitor the interfaces for civil data exchange to support the construction automation plan and the project controls program requirements at the jobsite. Coordinate with Field Supervision and Subcontractors to plan/support construction schedules.

  • Plan and recommend civil procedures to be implemented by Subcontractors to ensure construction operations are within requirements of engineering design and specifications.

  • Coordinate subcontract activities to ensure civil materials, equipment and quality comply with design plans and specifications.

  • Implement controls over variables affecting civil installation job progress such as steel erection, MOF, Dolphins, loading platforms and platework receipt. Also ensure engineering and procurement provide timely delivery of drawings, materials and equipment and that other corporate programs are fully utilized. Administer major subcontract changes regarding the civil discipline and represent the company in major contractual discussions and negotiations.

  • Reviews and approves inspection test plans

  • Coordinates reviews of subcontractor submittals

  • Develops daily reports of subcontractor progress and performance

  • Reviews and approves subcontractor invoices, monitors field activities, and coordinates technical oversight, monitors subcontract budget

  • Processes change orders, requests for information, and field change documentation

  • Ensures compliance with ES&H CPs

  • Inspects and records installed components for technical acceptance.

Education and Experience Requirements:

Requires bachelor's degree (or international equivalent) and 5-8 years of relevant experience or 9-12 years of relevant work experience.

Required Knowledge, Skills, and Abilities:

  • Experience with the technical management of subcontractors

  • Have a working knowledge of marine dredging operations, construction surveying, excavation and backfill operations

  • Technical knowledge of drainage on infrastructure projects, including open-cut excavation, dredging, marine embankment stabilization and general construction work in and around sensitive watercourses.

  • Knowledge of construction technologies.

  • Familiarity with current industry quality standards.

  • Demonstrated commitment to Environment, Safety and Health (ES&H). Demonstrable commitment to a Zero Accident safety program.

Preferred Qualifications:

  • Subcontract technical management experience

  • Experience managing dredging contract work

  • Experience construction marine facilities

  • Extensive understanding of production management including scheduling.

  • Sound communication skills.

  • Sound interpersonal and teamwork skills.
