About the Program

The PNG Australia Transition to Health (PATH) is a five-year (2020-2025) health sector program funded by the Australian Government under the Papua New Guinea – Australia Partnership for Development. PATH works with the PNG Government to improve coverage and quality of health services for the people of PNG through effective, equitable, efficient, and inclusive interventions.

Guided by the National Department of Health (NDoH), Provincial Health Authorities (PHAs) and the Bougainville Department of Health (BDoH) are responsible for the delivery of health services across PNG.

PATH assists NDoH, PHAs and BDoH to strengthen systems for health service delivery targeting infectious diseases, and reproductive, maternal, newborn child and adolescent health, with a focus on promoting women’s leadership.

PATH’s end of investment outcomes (EOIO) are:

  1. PHA’s more able to lead provincial health reform and manage effective, efficient, equitable and quality essential health services in selected provinces.

  2. DFAT funded health services are demonstrating efficient and effective models of service delivery, influencing Provincial Health Authority (PHA) performance; and building sustainability by transitioning to PHA management in selected provinces.

PATH’s intermediate outcome (IO’s) are: Provincial Health Authority Capacity, Accountability, Women in Leadership, Essential Services, and Health Security and Pandemic Response.

PATH is a locally led, adaptive, and politically informed program that seeks to maintain flexibility to respond to changing and local circumstances over the life of the program.

About the Opportunity

The Grants Compliance and Finance Assistant Manager will ensure grants are compliant with contract and client requirements and in line with Abt systems, processes, procedures. The role will ensure grants finances are accurately tracked, recorded, and reported.

Key Responsibilities

The Grants Compliance and Finance Assistant Manager will support a “whole of Abt PNG” approach to grant management and is responsible for the following:

Leadership

  • Work collaboratively within the Grants Management team ensuring all members are working in harmony and meeting the expected deadlines and deliverables.

  • Provide advice and direction on all phases of grants management to program teams.

  • Provide advice to other internal stakeholders related to grants compliance, finance, and management as required.

Grants Management

  • Support the management of a portfolio of grants from end to end aligned to Abt and Client requirements.

  • Support the review and assessment of grant related documentation including but not limited to audit reports, financial reports (acquittals), activity progress reports and deliverables, proposals and budgets.

  • Ensure tracking of all grant deliverables including financial and audit reports according to the requirements of the grant agreements is accurate and timely.

  • Assist in grant audit plans, audit terms of reference and procurement of external audits for all grants as required.

  • Support filing and accurate document and data control is maintained by the program managers.

  • Identify and report any cases of suspected fraud directly to the Financial Controller, Operations Lead and Compliance section.

  • Make recommendations to strengthen the financial management systems of partners including through Fraud Partner Comprehensive Assessment.

  • Undertake other duties as required.

  • Liaise and coordinate with the finance team, Grant managers, and grant recipients in managing approved grants, including a joint approach to the monitoring of progress and expenditure that builds capacity of counterpart staff and grant recipients;

Systems and Processes

  • Ensure utilisation of existing processes in an accurate and timely manner.

  • Support the development and maintenance of grant procedures and templates.

  • Escalate procedures and corresponding templates that aren’t fit for purpose and don’t adequately capture and manage grant associated risks.

  • Support the establishment and rollout of new initiatives as required (e.g. Grants Management System).

Training

  • Support the preparation of training material aligned to the Grants Training Framework.

  • Assist training delivery to both internal and external stakeholders.

  • Support training and communication on updated grants policies, procedures, manual and tools as required.

  • Provide financial administrative support and other capacity building support to grantees when necessary.

  • Deliver other ad-hoc training and support as required.

Specific Deliverables

  • Provide effective and efficient support on grant management to program Managers.

  • Support the development or updating of procedures, templates, and training material.

  • Providing advice and training on all aspects of Grant Management to internal and external stakeholder

  • Quality and timely review of audit reports, financial reports, acquittals agreements and budgets.

  • Effective Coordination of grants management as required.

  • Completing Fraud Partner Comprehensive Assessments.

  • Timely reporting of suspected fraud cases.

  • Ensure set deadlines are met.

About You

For applications to be considered, a response to the key selection criteria below must be provided;

Qualifications

  • Appropriate qualifications - Degree in Accounting, finance, business administration, law or a related discipline

Knowledge – Highly Desirable

  • Knowledge of end-to-end processes for grant establishment, management, and closure.

  • Understanding of Grant Agreements, compliance, audit and financial requirements

Skills/Experience

  • Minimum three years professional experience in grants management and/or complex contract management

  • Demonstrated financial proficiency and use of Microsoft Excel

  • Ability to support high quality reports and other documents concerning complex matters for a variety of stakeholder groups.

  • Ability to work both independently and as part of a team to achieve goals.

  • Tenacity, and the ability to deal with multiple projects across a range of stakeholders.

  • Tact and diplomacy when dealing with sensitive and confidential material.
