Job Description

• analyze and monitor program budgets, expenditures, and financial reports to assess fiscal performance and adherence to agency financial regulations.

• evaluate financial metrics, such as return on investment (ROI) and cost effectiveness, to gauge program efficiency.

• identify potential financial risks, cost-saving opportunities, and areas for financial process improvement.

• perform financial pulls and analysis of obligation and expenditure rates to track customer and internal obligation and expenditures of funds.

• track invoices and update program financial charts, build, and maintain detailed financial spreadsheets; track incoming funding, expenditures, award dates, and other information as required by the Government.

• review incoming financial documents including, but not limited to: Military Interdepartmental Purchase Requests (MIPRs) (DD Form 448), Interagency Agreements (IAA), 7600A/B, Form 9, etc., for accuracy of information and adherence to applicable regulations, identify issues based upon the needs of the project, program, and/or contract.

• maintain an incoming financial request form spreadsheet for all funding by program to include funding incoming / outgoing, expenditure rates, and disposition of funds to respective contract.

• monitors the AWS cloud expenditures in the U/S/TS SCI fabrics via the Cloud Access Portal (CAP)\

• responsible for sending out DAF Cw funding instructions to numerous customers daily.

• engaging with both internal and external customers regarding funding related topics.

• invoicing and bill validation.

• identify shortfalls in funding on numerous contracts and developing approaches to fill in the gaps of those funding shortfalls

Skills and Requirements

3+ years of experience

• Performance Location: Rome, NY (potential telework once fully up to speed 2 days a week)

• Education: Bachelor's degree in finance or accounting, or 5 years total relevant experience in finance or accounting.

• TS/SCI Cleared

Skills/Experience:

• Experienced with MS Excel, Word, and PowerPoint.

• Experience with Wide Area Workflow.

• Experience with Shared Data Warehouse.

• Good communication skills, oral and verbal.

• Understanding of government contracts.

• Ability to track funding from a lead through obligation.

• A good understanding of the differences of government appropriations (RDT&E, O&M, Procurement, and Working Capital Funds).

• Ability to multitask.

• Prior or present use of JIRA and Confluence.

• Ability to work on a fast paced, dynamic team null
