Citigroup Financial Crimes Risk & Control Officer- VP (Hybrid) in Tampa, Florida

The Securities Services business provides agent and fiduciary services to Citi’s Investor and Issuer institutional clients investing and issuing securities around the globe. Securities Services Controls and Regulatory Management (CRM) is a first line function working collaboratively with the business focusing on risk identification and reduction, and deployment of Citi tools to provide comprehensive data analysis. As part of the CRM team, Financial Crimes Risk covers the risks associated with sanctions, anti-money laundering, and anti-bribery regulatory compliance and controls, and fraud management. Emphasis is on issue identification and remediation, assessment of compliance and related controls, and reducing operational risk events.

The Financial Crimes Risk and Control Manager is a specialist providing first line of defense in the review and identification of control issues, driving remediation of issues, and providing and monitoring metrics for compliance and control effectiveness. This includes assessing and providing objective views on risks, controls, and trends, and implementing change as required. The Financial Crimes Risk Manager works closely with colleagues from Front Office, Operations, and Technology. A close working relationship with second line colleagues including Compliance, Risk, and Legal is also maintained.

Responsibilities:

  • Monitoring adherence to Citi’s Global Sanctions, Anti-Money Laundering and Anti-Bribery policies and standards, and relevant procedures to verify adherence to applicable requirements

  • Providing review of sanctions, anti-money laundering, anti-bribery, and fraud controls

  • Assessing the impact of issues/violations (legal/regulatory, policy, reputational) and dimensioning control process gaps to help management develop corrective actions

  • Identifying and escalating risks and significant instances of non-adherence to the accountable first and second line units and participate in root cause investigations

  • Acting as an escalation point for financial crimes matters. Evaluate and respond to escalated matters; further escalate unusual activity as needed

  • Assessing financial crimes risks and controls for new products and initiatives

  • Responsible for providing sanctions, anti-money laundering and anti-bribery guidance to Securities Services businesses

  • Raising management awareness of sanctions trends, emerging issues, remedial actions or enhancements to the program

  • Developing and providing metrics to assess strength and effectiveness of the control environment

  • Analyzing data, preparing and presenting regional and global reports related to financial crimes risk assessments, and monitoring of sanctions related issues and escalations with senior management and functional partners

  • Performing duties as Business Sanctions Risk Officer

  • Supporting investigations and interactions with the U.S. Treasury Departments' Office of Foreign Assets Control (OFAC) and/or local government authorities

  • Working collaboratively within team and more broadly with business and functional line management to assess broader and complex issues, develop potential solutions, and drive effective resolution

  • Supporting the business in various internal assurance processes, including self-assessment, internal audit, and compliance testing reviews

  • Developing and delivering relevant training to business and functional partners

  • Acting as Subject Management Expert to stakeholders

  • Additional duties as assigned

Qualifications:

  • 6-10 years relevant work experience

  • Expertise of global sanctions anti-money laundering, and anti-bribery regulations, risks and control frameworks

  • Solid knowledge of global capital markets products

  • Solid understanding of securities services and settlement processes

  • Experience with regulatory examinations and relationships with examiners and auditors

  • Consistently demonstrates clear and concise written and verbal communication skills

  • Self-motivated and detail oriented

  • Effective problem solving skills

  • Effective organizational influencing skills required

  • Ability to both work independently and collaborate with team members

  • Ability to work collaboratively with regional and global partners in other functional units; ability to navigate a complex organization; to influence people across cultures

  • Proficient in Excel Word, Outlook, and Teams

Education:

  • Bachelor’s Degree or equivalent experience required

  • Advanced Degree e.g. MS, MBA, JD preferred

Primary Location Full Time Salary Range:

$103,920.00 - $155,880.00
