Farm Production and Conservation (FPAC) Business Center Management and Program Analyst in United States

Summary This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Information Solution Division, IT Financial Management. Your responsibilities include serving as an expert on future and current operations and planning to analyze and evaluate major management and program aspects of substantive mission oriented programs for the FPAC Mission Areas. Responsibilities Analyzing and evaluating interrelated issues for effectiveness, efficiency, and productivity on a quantitative and qualitative basis for substantive program operations. Researching and identifying new program concepts and techniques. Monitoring activities identified for special interest to keep leadership informed of developments through conferences and briefings. Participating in planning sessions and discussions of innovative ways to carry out assigned programs and new programs. Documenting findings of studies and preparing recommendations for the implementation of new systems, procedures, and organizational changes. Developing and briefing new program objectives to facilitate achievement of program goals. Identifying program deficiencies and corrective actions needed. Providing information about complex or sensitive program issues and initiatives, program activities, and position on current situations to various audiences. Briefing staff and program offices on changes that occur as a result of new or modified legislation. Communicating with management, stakeholders, and other divisions to coordinate programs. Requirements Conditions of Employment Qualifications SPECIALIZED EXPERIENCE: Applicants must have at least one full-time year of specialized experience, equivalent to the GS-12 grade level in the Federal service, or comparable experience not gained through federal service as a Management and Program Analyst performing the following duties: 1. Utilizing budgeting, forecasting and planning principles to conduct analysis of financial management systems and information technology systems, financial operations, programs and organizations; 2. Developing and executing an approach to execute the budget within the frame work of requisition and agreement processing. 3. Ensuring policies, procedures, and operations are in compliance with new administrative systems, legislation, regulations and program goals and objectives, and; 4. Providing expert technical advice to management and program officials on the interpretation of regulations and guidelines and their application to complex problems. Applicants must meet all qualifications and eligibility requirements by the 05/01/2024 of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined above. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level (GS-12) in the normal line of progression for the position being filled. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Education The substitution of education is not qualifying for the GS-13 level. Additional Information For Washington, DC, this is a AFSCME Bargaining Unit position. For Kansas City, MO, this is a NTEU Bargaining Unit position. For St. Louis, MO and Ft Worth, TX this is a AFGE Bargaining Unit position.
